  1. Holder of nationality of the participating team
  2. Recommended by the national taekwondo association
  3. Holder of the Kukkiwon Poom or Dan certificate

6. Competition Rules

7. Method of competitions (with modifications)
Cut-off system

1) Preliminaries: After performing two (2) of the four (4) 1st Compulsory Poomsae predetermined by the WTF, the top 50% of participants will qualify for the next round according to the average score of the two performances. In the event that the athletes are divided into two groups in preliminary round according to drawing of lots, the top 50% of participants of each group will advance to the semi-finals.

2) Semi-final: The top 50% of participants would be required to perform two (2) of the four (4) 2nd Compulsory Poomsae predetermined by the WTF. The top eight (8) athletes of each category (individual, team and pair) will be selected and advance to the final according to the average score of the two performances.

3) Final: The top eight (8) athletes of each category would be required to perform the remaining two (2) 2nd Compulsory Poomsae. The ranking of the top four (4) athletes of each category will be decided by the average score of the two performances.

* Exceptions:
1) In the case that there are 8 or less individuals / teams per division, they will automatically qualify for the final without preliminaries and semi-final.
2) In the case there are 20 or less individuals or teams per division, they will automatically qualify for semi-final without preliminaries. Accordingly, top 8 individuals or teams will advance to the final.

Contestants may compete in more than one category of competitions unless limited by gender or age.
Age definition shall be in conformity with the WTF Poomsae Competition Rules currently in force.

9. List of Poomsae to be performed

Athletes will be requested to perform two (2) of 1st Compulsory Poomsae at Preliminary round, while two (2) of 2nd Compulsory Poomsae will be performed at the Semi-finals. In the final, athletes will be requested to perform the rest of two (2) 2nd Compulsory Poomsae not performed at the semi-final. The final list of two (2) Poomsae to be requested to the athletes to perform will be announced at the Head of Team Meeting.

* Creation of new divisions: WTF Poomsae Preparatory Committee for Poomsae Development has developed new competition events to be applied in the next championships in 2010. There will be demonstration performance of the new categories, and further details will be notified in due time.

10. Award presentation

11. Conditions for participation
1) Round trip airfare and accommodation charges of room and board shall be borne by the participating national team.

2) Entry fee of US$300 for each male and female team shall be enclosed in the entry form. Bank references will be provided in due time.
12. International Referees
1) The WTF will appoint the required number of Poomsae international referees.

2) Round trip airfare shall be borne by each participating international referee, while the Organizing Committee will cover accommodation of room and board for the designated period.

3) The Organizing Committee will provide the participating referees with daily allowances of US$100 for the course of the competitions.

13. WTF-recognized taekwondo uniform (Dobok)
1) Participating contestants must wear the WTF-recognized taekwondo uniform. Any contestants wearing unofficial dobok will not be permitted to compete.

2) The list of companies for the WTF-recognized dobok can be found at WTF website.

14. Medical control
1) Use of drugs or any other doping offences by chemical substances is strictly prohibited.

2) The WTF will carry out random medical doping tests among the participating athletes. Any athletes who refuse to undergo the tests or who is proven to have committed a breach of the regulation, shall be removed from the final standing, and shall be subject to disciplinary actions.

3) The Anti-Doping Rules of the World Taekwondo Federation and/or the World Anti-Doping Code shall apply.

15. Head of team meeting and Drawing of lots
The information will be notified in due time.
16. Closing date for entries
The closing date for the Organizing Committee to receive the entry is November 15, 2009. Entries received after the closing date will not be accepted.
17. Others
1) Each participating team should bring two national flags (size: 90cm x 130cm) as well as CD of its national anthem.

2) All contestants and officials participating in the 4th WTF World Taekwondo Poomsae Championships 2009 Cairo will receive a diploma co-signed by the WTF President and the Chairman of the Organizing Committee.
